현재의 부당한 미국의 대외정책은 전반적인 불안감을 조성하고 있다. 이에 대한 대안을 찾음에 있어 실패한 과거의 정책을 되풀이해서는 안 된다. 그 보다는 미국과 세계 간의 새로운 관계를 만드는 것이 되어야 한다.
인류의 미래는 힘든 과제들 앞에 직면하고 있다. 전쟁, 가난, 테러리즘, 핵무기 방치와 기후의 변화로 우리 모두는 10년 전보다 덜 안전하다고 느낀다. 부시 정부의 대외정책은 미국에 대한 평판을 최저 수준으로 만들어 왔고, 이것은 국내에서는 정치적 스펙트럼을 가로질러 광범위한 불만을 낳았다.
이렇게 널리 퍼진 대중의 불만은 9.11 이후 확산된 공포의 틀에서 국내의 화제를 전세계의 악평과 부당한 조치들에 관한 것으로 전환시키는 기회를 주었다. 기후변화에 대한 인식의 제고, 중동문제를 포괄적 방식으로 대처할 필요성, 쓸데없이 낭비하는 군사비 지출, 지속되는 핵확산과 핵사용의 위협, 그리고 지구적 불평등으로 인한 좋지 않은 영향들은 현재의 미국 대외정책의 부당함 뿐 만 아니라 민주당의 2006년 “진정한 안보(real security)” 독트린의 부당함 까지 드러내고 있다.......
