한·미 차관급 전략대화 공동 언론발표문

유명환 외교통상부 제1차관과 니콜라스 번즈 국무부 정무차관을 양국 수석대표로 하여 제1차 한·미 차관급 전략대화가 2006.11.7(화) 서울에서 개최되었다.
지난 2006.1.19 개최된 제1차 한·미 장관급 전략대화시 합의에 따라 개최된 금번 회의에서, 양 차관은 한·미 동맹관계, 북핵문제 및 남북관계 등을 비롯하여 동북아 정세, 국제안보협력, 유엔 개혁 등 양자 현안, 지역 및 범세계 문제에 대해 폭넓고 심도있는 협의를 가졌다.
양 차관은 한·미 동맹관계가 자유민주주의, 인권과 시장경제라는 기본가치를 공유하면서 굳건하게 발전하여 왔으며, 한반도 및 동북아의 평화와 안정을 유지하는데 중요한 역할을 해왔음을 재확인하고, 이를 더욱 강화시켜 나간다는 공동의 의지를 재확인하였다.
양 차관은 금번 북한의 핵실험이 한반도와 동북아는 물론 국제평화와 안전에 중대한 위협이 된다는 데 인식을 같이하였다. 양 차관은 최근 6자회담 재개 합의를 환영하면서, 유엔 안보리 결의 1718호의 완전하고 효과적인 이행을 통한 국제사회의 일치된 목소리를 견지하는 것이 중요하다는 데 의견을 같이하였다.
양 차관은 북한을 핵보유국으로 인정할 수 없다는 입장을 재확인하고, 6자회담을 통해 조속한 시일내에 9.19 공동성명 이행방안이 합의되고, 북한의 핵무기 및 핵 프로그램 포기가 실현될 수 있기를 기대하면서, 이를 위해 한·미 6자회담 수석대표간 협의 등을 통해 6자회담 재개 관련 문제 및 회담 대책 등에 대해 심도있는 협의를 긴밀히 진행해 나가기로 하였다.
유 차관과 번즈 차관은 범세계적인 대테러전, 동북아에서의 안보협력 증진 및 대량살상무기와 동 운반수단의 확산 방지와 같은 국제적 안보 우려를 해소하는 데 있어 양국간 협력을 계속해 나가기로 하였다.
양측은 한·미 전략대화를 통한 양국간 긴밀하고 심도있는 협의가 한·미 관계 증진을 위해 매우 중요하다는데 인식을 같이하고, 향후 장관급 전략대화가 상호 편리한 시기에 개최될 수 있도록 협의해 나가기로 하였다.

the ROK-U.S. Sub-Ministerial Strategic Consultations

The first sub-ministerial session of the ROK-U.S. Strategic Consultation for Allied Partnership was held in Seoul on the 7th of November, with Vice Minister of Foreign Affairs and Trade, Yu, Myung-hwan, and Under Secretary of State for Political Affairs, Nicholas Burns, as head of delegation from the respective countries.
As a follow-up of the ministerial-level Strategic Consultation held last January 19, 2006, both parties had an in-depth discussion on a wide range of bilateral, regional and global issues including the current situation in Northeast Asia, security cooperation, UN reform, the ROK-U.S. alliance, the North Korean nuclear issue, and inter-Korean relations.
Both parties reconfirmed that the ROK-U.S. alliance has steadily strengthened based on shared values of democracy, human rights, and free market economy, and has played a vital role in the maintenance of peace and stability on the Korean peninsula and Northeast Asia. They reaffirmed their joint commitment to further strengthen the alliance.
Both parties shared the view that North Korea’s nuclear test is a grave threat to peace and security on the Korean peninsula, Northeast Asia and beyond. They welcomed the recent agreement to resume the Six Party Talks, and highlighted the importance of maintaining a united voice in the international community through full and effective implementation of the UN Security Council Resolution 1718.
Both parties reaffirmed the position that North Korea will not be recognized as a nuclear-weapon State. They looked forward to achieving an agreement at an early date on ways to implement the September 19 Joint Statement and to bring North Korea to abandon its nuclear weapons and nuclear related programs through the Six Party Talks. To this end, both parties agreed to conduct close and in-depth consultations on issues relating to resuming the Six Party Talks and formulating strategies between the ROK and the U.S. heads of the delegations of the Talks.
Both Vice Minister Yu and Under Secretary Burns agreed to continue to cooperate in resolving international security concerns such as fighting the global war on terror, promoting security cooperation in Northeast Asia and preventing proliferation of weapons of mass destruction and their means of delivery.
Both parties recognized the significance of close and in-depth consultations through the Strategic Consultation in promoting ROK-U.S. relations, and agreed to consult on holding a Ministerial Strategic Consultation at a mutually convenient time.
