한·미 외교장관 공동기자회견

지금부터 콘돌리자 라이스 미합중국 국무부장관과 반기문 대한민국 외교통상부 장관의 공동 기자회견을 시작하겠습니다.
먼저 반기문 장관께서 말씀을 하시고 이어서 콘돌리자 라이스 국무부장관의 말씀이 있겠습니다.
그럼, 반기문 장관님의 말씀을 듣기로 하겠습니다.

여러분 안녕하십니까! 너무 기다리시게 해서 죄송합니다.
오늘 오후 저는 북한 핵실험 후 대응방안 조율을 위해 한국을 방문한 콘돌리자 라이스 국무장관과 매우 유익하고 심도있는 협의를 하였습니다.
우리는 국제사회가 엄중하고 단합된 메시지로서 만장일치로 채택된 유엔 안보리 결의 1718호를 환영하고 지지하며, 북한이 이를 겸허히 수용해야 한다는데 의견을 같이하였습니다. 아울러 우리는 한·미 양국과 국제사회가 안보리 결의 1718호를 성실히 이행해 나가야 한다는 것을 재확인하였습니다. 한·미 양국은 이를 통해서 북한에 대해 잘못된 행동에는 엄중한 결과가 따른다는 분명한 메시지를 전달코자 합니다.
또한, 한·미 양국은 북한이, 유엔 안보리에서 촉구한 바와 같이, 6자회담에 즉각 무조건 복귀하고 9.19 공동성명을 이행하여야 한다는데 의견을 같이하였습니다.
이와 동시에 한·미 양국은 북핵 문제의 평화적·외교적 해결을 지속 추구할 것임을 재확인하면서, 제재를 위한 제재가 아니라 제재를 통해 북한을 핵폐기의 길로 끌어내는 균형되고 전략적으로 조율된 조치를 취해나갈 필요가 있다는 데 인식을 같이하였습니다.
한·미 양국은 북한이 더 이상의 상황 악화 조치를 취하여서는 안된다는 단호한 입장을 분명히 하면서 이를 위해 중국, 러시아 등과 함께 협력해 나간다는데 의견을 같이하였습니다. 특히, 북한의 2차 핵실험 등은 현 상황을 더욱 악화시키는 것이므로 결코 있어서는 안되며, 만약 그러한 일이 발생할 경우 보다 엄중한 결과가 뒤따를 것이라는 점에 인식을 같이하였습니다.
한편, 저는 북한의 핵실험 직후 미측이 최고위선에서 대한방위공약을 재확인해 준데 대해 감사를 표하였습니다. 라이스 장관은 금일 회담을 통해 다시 한번 미국의 굳건한 대한방위공약을 재확인해 주었으며, 이에 사의를 표하고자 합니다. 감사합니다.

I want to begin by congratulating Minister Ban on election as incoming Secretary General and when you take office you can be assured of the cooperation of the United States and we look forward to working with you and welcome you to New York.
We just concluded very fruitful discussions first with Minister Ban and then I want to thank President Roh for spending (?) discussing the situation that we face here on Korean peninsula ..... I came to first of all to confirm, affirm the U.S. commitment to ..... Korea through our defense agreements and defense cooperation. The alliance between the United States and the Republic of Korea is one of firm pillars of stability and security for Korean peninsula and for the region as a whole and I wanted to make certain that in the changed circumstances ..... North Korea and the nuclear test, that it was very clear that the United States take ??? obligations under our defense arrangements very seriously, and we’ll act on those obligations.
Secondly, it was important for us to discuss the meaning of Resolution 1718. We had opportunity to review some of the elements of 1718. The South Korean government is still reviewing its policy in light of Resolution 1718 and of course that’s work that only the South Korean government can do. But we did have an opportunity, for instance, to discuss the need to prevent North Korea from trafficking weapons or nuclear weapons materials and I had opportunity to express our desire to continue consultations on how that obligation might be carried out. As I said to the Minister, some of the early reports about what was intended in terms of the inspection of cargo has been a little bit exaggerated by the press. I told Minister Ban that some people came to me imagining a quarantine or blockade(?) but that’s not the intention of the Resolution, but it is the intention of the Resolution to have all states act under obligation to prevent the trafficking of ..... as much as we can cooperatively. In order to do so the United States and others are United in PSI for instance, which has been operating in that way based on authorities that are already ..... on international law and I know that South Korea is actively reviewing its participation in PSI..... And we look forward to consultations with South Korea as it makes its decisions.
Finally, I want to make it very clear that the United States agrees that in fact, the purpose of Resolution 1718 ultimately is to contribute to the denuclearization of the Korean peninsula and that means that the best outcome is for North Korea to accept its obligations and to return unconditionally to the Six-Party-Talks and to rapidly implement the Agreement of September 19 which would lead to denuclearization of the Korean peninsula, the dismantlement of the North Korean nuclear program, and a better future for North Korea and its people in the international community ..... So all in all it was a very fruitful and useful (?) discussion. I think the alliance could not be stronger, and ..... our resolve to maintain peace and stability even in light of the North Korean nuke test is a shared one.

먼저 반장관에게 여쭙겠습니다.
오늘 당·정·청협의에서 금강산관광과 개성공단 사업이 안보리 결의와 직접 관련이 없는 것으로 보고 두 사업을 계속 추진하기로 했다 이런 내용이 나왔습니다.
오늘 회담에서 금강산관광과 개성공단 사업문제에 대해서 우리정부는 미측에 어떤 입장을 전달했는지 그리고 양측 간 합의된 내용이 있으면 무엇인지 말씀해 주시구요.
라이스 장관께 여쭙겠는데요. 우리측에 금강산관광에 대해서 또는 개성공단사업에 대해서 중단을 요청했는지 그리고 PSI가 한국에서 상당히 관심이 높은데, 특히 무력충돌이 발생할 수 있다는 우려가 있습니다. 대북 결의 1718호가 채택된 뒤에 한국정부가 PSI에 대해서 어떤 형태로 참여하기를 원하는지 구체적으로 말씀해 주셔야겠는데, 가령 동해상에서 상황이 발생했을 때 우리가 직접 정선시켜서 검색하기를 바라는 것인지 아니면 물자지원 작업을 하기를 바라는 것인지 이에 대해서 답변을 부탁드리겠습니다.

우선 제가 먼저 답변을 드리겠습니다.
개성공단사업의 경우에 제가 워싱턴과 뉴욕에서 미국 고위관리들과 만났고 또 라이스 장관하고도 오늘 협의를 하는 과정에서 개성공단사업이 북한의 개혁·개방을 촉진하는데 있어서 긍정적인 이런 면이 있다 또 이것이 순수한 경제적인 것 보다 정치적인 이러한 면도 있다는 점을 설명을 했고, 이러한 점에 대해서 미측도 잘 알고 있을 것으로 생각을 합니다.
또한 금강산사업에 대해서도 그 상징성이 큰 사업이라고 생각을 합니다. 그렇지만 지금 현재 유엔 안보리 제재결의 1718호가 채택이 되었고, 현재 안보리에 재재위원회가 구성이 되면서 안보리 결의 이행을 위한 세부적인 사안이 논의 중에 있습니다. 우리 정부로서는 개성공단 및 금강산관광사업과 관련해서 안보리 결의와 국제사회의 요구에 조화되고 부합될 수 있도록 필요한 조정을 검토해 나갈 것입니다.

Let me just start by saying that I didn't come to South Korea nor will I go anyplace else to try and dictate to governments what they ought to do in response to Resolution 1718. But what I do think is very important is that everyone take stock of the leverage that we have to expect North Korea to return to the Six-Party Talks and to negotiate seriously the dismantlement of its nuclear weapons program. I also came to share some ideas, to share discussions on how Resolution 1718 might be implemented. I told Minister that it was passed rather quickly by UN standards and so consultations for instance on how inspection and interdiction might work ..... it’s extremely important. I want to emphasize again that the United States has no desire to escalate the situation. And so the idea that somehow we would want 1718 to be implemented in a way that escalates tensions on the Korean peninsula or on the high seas, then (?) they’re certainly could not be more wrong, but we want to do is to expect (?) the implementation of Resolution 1718 and its measures or elements that declare an obligation for all states to keep North Korea from trafficking in nuclear weapons, nuclear weapons technology, financing their programs, receiving support for those programs. We want scrutiny of North Korean cargo that might be involved in such programs. But there are many different ways in which this can be achieved, for instance, we and South Korea have been actively engaged in Container Security Initiatives for security initiatives which rely on detection of potential radioactive material. There are many ways to implement this and I think that we’re going to watch a wide range of ways to do it.
As for PSI, again there is a lot of misunderstanding about what it is. It has been in being, for a couple of years now. It has relied on authorities that countries already have to make certain that there is not a trade in dangerous weapons or weapons materials. It relies very heavily on intelligence not (?) constant random inspection of ships and it relies on international law and so it has been in operation for some time and it has been in operation in a way that’s been effective but I think it’s not been confrontational, and it would be our hope that there are many measures that will be taken to implement Resolution 1718 ..... the same character. We are going to have expert discussions about how to implement them, we had them in Japan and will have them with other partners including here. But the key is to live up to the obligation that all of us undertook that North Korea should not be able to traffic in the ..... nuclear weapons technology, nor should they be able to receive help, assistance, financing for their nuclear weapons program. This was one of most important parts of response of the international community to the fact that North Korea is defiant (?) of the international community’s .....

On China, I have not received the read-out on Tang’s visit. I hope he was successful in saying to North Korea that there’s really only one path, which is the denuclearization, dismantlement of its programs. That is China’s position and has been China’s position ever since it’s been playing a key role in the Six-Party Talks. I’m quite confident that the message that China and the entire international community sent to North Korea would be a Chapter 7 Resolution with sanctions and in it is a quite strong message that their behavior is unacceptable. There is in fact a document with such, in the Six-Party agreement, that has a whole series of potential inducements for North Korea to take the right choice and to go down the path of cooperation with the international community instead of confrontation. And you might remember that I’ve said that the strength of Six-Party framework rather than for instance a bilateral U.S.-North Korean framework, is that at the table you have the countries who have both the right set of potential ..... for North Korea to continue on its road (?) and the right set of the incentives for North Korea to take a different road. Obviously, it’s ultimately a combination of the two that will probably lead to the right outcome. But right now, with North Korea having tested a nuclear weapon and defying the international ..... the focus obviously has been ..... on the implementation of the 15-0, Resolution 1718 ..... (?) with a Chapter 7 Resolution, with real obligations, and real ..... And that’s where the emphasis has been. That said, we want to leave open, the path which is negotiations. We don’t want the crisis to escalate and the sooner North Korea would choose to unconditionally come back to the table and take up the very good statement, very good agreement, that is their framework agreement, that is there as of September. It would be to the betterment of everyone. We do need to have real progress though in implementing that agreement not just talking about it.

워싱턴 포스트 캐슬러 기자 질문과 관련해서 송민순 청와대 안보실장이 이야기한 것과 관련해서 제가 정확하게 송민순 실장의 뜻이라든가 이것을 제가 대변할 수는 없겠지만 우리는 유엔의 회원국으로서 안보리를 포함해서 유엔의 여러 가지 결정을 존중하고 충실히 이행해 나온다는 점을 제가 분명히 말씀드리고, 이런 내용은 지난번 미사일 발사 이후에 채택된 결의안이나 또 이번에 채택된 1718호도 우리 한국정부가 가장 먼저 강력히 지지를 표명하고 충실히 이행할 것이다 이런 점을 설명을 한 바 있습니다.
아마도 설명하는 과정에 여러 가지 송실장의 뜻이 정확히 전달이 되지 않았든가, 여러 가지 오해가 있지 않았을까 이런 생각을 하고 있습니다. 감사합니다.
