2004년·2007년 개정된 북한 형법에 나타난 경제범죄의 의미를 분석하는 한편 탈북자들에 대한 설문조사를 실시한 결과, 북한에서는 여러 기본적인 상업활동조차 금지되어 있으며, 이를 단속하는 관리들에게는 상당한 재량권이 주어지고 있어 북한체제에 대한 주민 불만의 중요한 원인이 되고 있음을 밝혔다.
