Comments to Reporters upon Arrival at Okura Hotel

Christopher Hill, Assistant Secretary for East Asian and Pacific Affairs
Okura Hotel
Tokyo, Japan
February 5, 2007

QUESTION: Welcome to Japan again.

ASSISTANT SECRETARY HILL: Thank you very much; it¡¯s great to be back.

QUESTION: Please give us some comments.

ASSISTANT SECRETARY HILL: Well, I¡¯m here as part of a regular consultation, you know. I think the U.S. and Japan have been in very, very close consultation for the whole Six-Party process. I think we¡¯re coming to a very important point now. We are hoping to make some progress in Beijing. It¡¯s going to be difficult, but we hope we can begin the process of implementing the September 2005 joint statement. So I look forward to seeing my counterpart, Mr. Kenichiro Sasae, and I think I¡¯ll see some other people while I¡¯m here. We know Japan has a great interest in trying to make this problem in North Korea a little better. So, we have a lot of work to do. We¡¯ll see how it goes.

QUESTION: Do you think in Washington, what the most important point is?

ASSISTANT SECRETARY HILL: The most important point is to get the North Koreans to begin to denuclearize. You know, while we have been waiting for them to start, they have been operating this reactor, producing plutonium – a very dangerous thing. So we need to get them to start denuclearizing. That is the purpose of the Six-Party process. But looking beyond denuclearization, we also want to see a situation where there can begin to be some better relationships among the states in the region.

In this regard, we hope that Japan and DPRK can come to some closure on this very, very sensitive issue for the Japanese public -- that is, the issue of abductions. I must say Ken Sasae raises this issue with me all the time. So I¡¯m very familiar with it, and I¡¯m very familiar with how strongly the Japanese people feel about this. So I hope we can begin to create some mechanism by which Japan can talk to the DPRK about this issue, and can proceed with the spirit of what we¡¯re looking for in the September 2005 statement.

QUESTION: North Korea has demanded a – many energy supplies¡¦.

ASSISTANT SECRETARY HILL: Well, I read that, and that was not part of my discussion with the North Koreans. But I did read that in the press today. You know, we¡¯ll have to see. As you know, the September statement does envision economic assistance and energy assistance. But we have to see what the DPRK, what the North Koreans, are prepared to do for that.

Thank you very much.
