1. 제9차 한·일·중 통상장관회의가 박태호 통상교섭본부장, 일본 에다노 유키오 경제산업대신 및 중국 천더밍 상무부장이 참여한 가운데 5.12(토) 북경에서 개최되었다. ※ 한·일·중 통상장관회의는 2002년부터 ‘ASEAN+3'회의 계기에 개최되어 왔으나, 2010년부터는 한·일·중 정상회의 주최국에서 별도로 개최(2010년 서울, 2011년 동경, 2012년 북경) 2. 3국 통상장관들은 한·중·일 투자보장협정 협상이 타결되어 금번*에 서명되는 것을 환영하고, 협정이 조속히 발효될 수 있도록 각국이 국내절차를 충실히 이행하기로 하였다. * 5.13(일), 3국 정상회의 직후 서명식 개최예정 3. 3국은 한·중·일 FTA 협상이 금년 내 개시될 수 있도록 실무 차원의 준비 작업에 즉시 착수할 것을 5.13(일) 한·일·중 정상회의에 건의하기로 합의하였다. 4. 3국 통상장관들은 WTO, G20, APEC, 동아시아 경제통합 등 글로벌 및 지역협력 이슈에 대해 의견을 교환하고, 앞으로도 3국이 긴밀히 협력해 나가기로 하였다. 5. 통상교섭본부장은 앞으로 3국 협력을 강화해나가는 과정에서 2011년 9월 설립된 한·일·중 3국 협력사무국을 적극 활용할 필요가 있다고 강조하였으며, 중국, 일본 장관들이 이에 공감하였다. 6. 통상교섭본부장은 또한 제5차 APEC 교육장관회의(5.21~23, 경주)에 중국 교육부 부장이 참석하기로 한 데 대해 사의를 표명하고, 일본 문부과학대신의 참석도 요청하였는 바, 일본은 가능한한 고위 인사가 참석토록 노력하겠다고 하였다. 7. 중국 및 일본은 여수세계박람회의 개막을 축하하고, 가능한 고위층의 방문을 포함하여 많은 자국민들의 방문을 독려하는 등 성공적 개최를 위해 지속 협력하기로 하였다. 8. 한편, 한·일 통상장관은 5.12(토) 한·일 통상장관 회담을 열고, 한·일 FTA, 한·일·중 FTA와 APEC, WTO 등 글로벌 및 지역 협력 이슈에 대해 논의하였다. 붙임 : 1. 공동언론발표문(원문 및 비공식번역본) 2. 제9차 한·일·중 통상장관회의 개요. 끝. 외 교 통 상 부 대 변 인
The Ninth Economic & Trade Ministers’ Meeting among the People’s Republic of China, the Republic of Korea and Japan 12 May 2012, Beijing, China JOINT PRESS RELEASE We, the Economic and Trade Ministers from the People’s Republic of China, the Republic of Korea and Japan met in Beijing, China on 12 May 2012 for the Ninth Economic and Trade Ministers’ Meeting among the three countries. Recognizing that protecting and promoting a free and open trade and investment environment will effectively assure robust and sustainable development in the three countries, we have reached the following consensus. In view of the growing importance of the trilateral investment framework to further strengthen the economic partnership among the three countries, we welcomed the conclusion of the negotiations on the Trilateral Investment Agreement. We reviewed the report of the Joint Study for an FTA among the three countries, and agreed with the conclusions that the establishment of an FTA among the People’s Republic of China, Japan and the Republic of Korea will strengthen the existing relations of the three countries not only by expanding trilateral and bilateral trade and investment, but also providing a comprehensive and institutional framework in which a wide range of trilateral cooperation would evolve. We further agreed to recommend to the forthcoming Trilateral Summit Meeting that the trilateral FTA negotiation would be launched within this year. To achieve this end, the three countries should immediately start preparation work including domestic procedures and working level consultations. We shared the view that IPR protection contributes to the sound economic development in today’s global economy. We welcomed the trilateral cooperation in patent and look forward to furthering trilateral cooperation on IPR in the future. We were pleased to note the discussions and the policy recommendations and welcomed the proposals to explore ways for the trilateral coordination, consultation and cooperation mechanism for global market among engineering companies in the three countries at the Trilateral Engineering Business Roundtable held in Tokyo last October. We look forward to making further progress in trilateral cooperation in a wide range of business aspect as well as infrastructure projects in third country markets. We recognized the constructive role of the Yellow Sea Rim Economic and Technological Conference among the three countries in moving forward trilateral sub-regional cooperation in areas such as trade and investment promotion, industrial and logistics cooperation, science and technology exchanges, and human resource development. We encouraged the continuation and further enhancement of such trilateral sub-regional cooperation among subnational entities. We noted with appreciation China’s initiative to develop the Shandong Peninsula Blue Economic Zone in Shandong Province of the People’s Republic of China and shared the expectation that the initiative will promote economic development in the region. We welcomed the successful opening of the International Exposition Yeosu Korea 2012 under the theme “The Living Ocean and Coast”. We acknowledged the importance of the exposition and pledged to continue our efforts and collaboration for its success. We affirmed our major role to promote East Asian economic integration and reaffirmed the need to establish the ASEAN Plus Working Groups without delay to enable the early launch of the negotiations for a comprehensive RCEP agreement, taking into account the EAFTA and CEPEA initiatives. We reaffirmed our solid trilateral cooperation in major global fora such as the G20 and the WTO. We expressed our commitment to concerted efforts to tackle global economic issues. In order to strengthen a free, open and rule-based multilateral trading system, we affirmed to resist protectionism in all forms. We are determined to work towards concluding the Doha Development Agenda in a single undertaking based on the progress already made in accordance with its mandate. We recognize the need to more fully explore different negotiating approaches while respecting the principles of transparency and inclusiveness and increase efforts to first advance the negotiations in areas where progress can be achieved. We decided to strengthen cooperation on launching negotiations to expand the product coverage and membership of the WTO Information Technology Agreement. We agree to further strengthen cooperation under regional frameworks such as APEC. We welcomed various cooperative initiatives to promote visualization of international supply chains and adopt concrete measures to enhance the capacity of local/regional logistics sub-providers. We committed to achieving an APEC-wide target of 10% improvement in supply chain performance of APEC regions by 2015, in terms of reduction of time, cost, and uncertainty of moving goods and services through the Asia-Pacific region. We reiterated our commitment to taking concrete actions to implement the consensus on promoting green growth reached at the APEC Honolulu Declaration last year. We confirmed that effective, non-discriminatory and market-driven innovation policies are critical to increasing productivity and ensuring economic growth. We reaffirmed the importance of supporting our ambitious vision for a seamless regional economy through our abiding commitment to delivering effective economic and technical cooperation. Yukio Edano, Minister, Ministry of Economy, Trade and Industry, Japan =========================================================== 공동 언론 발표문(안)/ 비공식 번역본 우리 중화인민공화국, 대한민국, 그리고 일본국의 통상장관들은 제9차 한·일·중 통상장관회의를 위해 2012년 5월 12일 북경에서 만났다. 자유롭고 개방된 무역 및 투자 환경을 보호하고 증진하는 것이 3국내 건실하고 지속가능한 발전을 효율적으로 보장해 줄 것임을 인식하며, 우리는 아래의 합의에 도달하였다. 3국간 경제적 동반자 관계를 보다 강화하기 위해 점증하는 3국간 투자의 기본틀의 중요성을 고려하면서 우리는 한·중·일 투자보장협정 협상 타결을 환영했다. 우리는 3국 FTA의 산관학 공동연구 보고서를 검토하였고, 한중일 FTA의 설립이 삼자간 및 양자간 무역·투자를 확대할 뿐만 아니라 3국 협력의 범위를 발전시킬 포괄적이고 제도적인 기틀을 제공함으로써 3국의 기존 관계를 강화하게 될 것이라는 결론에 동의하였다. 우리는 오는 한·일·중 정상회의에 3국 FTA 협상이 연내 개시될 수 있음을 권고하는데 합의하였다. 이러한 목표를 달성하기 위해 3국은 국내절차 및 실무협의 등 준비작업을 즉시 개시하여야 한다. 우리는 지식재산권 보호가 오늘날 글로벌 경제의 건전한 경제적 발전에 기여한다는 견해를 공유하였다. 우리는 특허 분야에서의 3국 협력을 환영하고 향후 지식재산권 분야에 있어 앞으로의 3국 협력을 기대한다. 우리는 지난 10월 동경에서 개최된 3국 엔지니어링 비즈니스 라운드테이블에서의 논의와 정책권고를 기쁘게 생각하며, 3국 엔지니어링 기업들간 글로벌 시장에서의 협력, 협의 및 공조를 위한 방안을 모색하기 위한 제안들을 환영하였다. 우리는 제3국 시장에서의 인프라 프로젝트 뿐만 아니라 광범위한 비즈니스 활동에 있어 3국간 협력이 더욱 진전되기를 기대한다. 우리는 무역 및 투자 증진, 산업과 물류 협력, 과학 및 기술 교류 그리고 인적자원 개발 등 분야에서 3국간 지역협력을 추진하는데 있어 환황해 경제기술 교류회의의 건설적인 역할에 만족을 표했다. 우리는 비국가 행위자간 그러한 3국 지역협력의 지속과 강화를 장려하였다. 우리는 산동지역내 산동반도 블루 경제구역을 발전시키자는 중국측의 구상을 평가하였고, 이 구상이 역내 경제적 발전을 증진시킬 것이라는 기대를 공유하였다. 우리는 ‘살아있는 바다, 숨쉬는 연안’이라는 주제로 개최되는 2012 여수세계박람회의 성공적인 개막을 환영하였다. 우리는 이번 박람회의 중요성을 인식하고, 박람회의 성공을 위해 우리의 노력과 공조를 지속시켜나가기로 하였다. 우리는 동아시아 경제통합을 증진시키기 위한 우리의 주요 역할을 확인하고 EAFTA 및 CEPEA 이니셔티브를 감안, 포괄적인 “역내 포괄적 경제 파트너십(RCEP)” 위한 조기 협상개시를 가능하게 하기 위해 지체없이 ASEAN 플러스 작업반 설치의 필요성을 재확인하였다. 우리는 G20 및 WTO와 같은 주요 글로벌 협의체에 있어서의 3국간 공고한 협력을 재확인하였다. 우리는 글로벌 경제이슈에 대처하기 위한 공조 의지를 표명하였다. 우리는 자유롭고 개방되며 규범에 기반한 다자무역 시스템을 강화하기 위해 모든 형태의 보호주의를 거부하기로 확약하였다. 우리는 협상지침에 따라 이미 달성된 진전에 기반하여 일괄타결 방식으로 DDA 협상을 타결하기로 다짐하였다. 우리는 투명성과 포괄성이라는 원칙을 존중하면서 협상과 관련하여기존과는 다른 접근방식을 본격적으로 탐색하고 성과가 도출될 수 있는 분야에서 우선 협상을 개시하기 위한 노력을 증진시킬 필요성을 인정한다. 우리는 정보기술협정 확대 협상의 품목 및 회원국을 확대하기 위한 협상이 개시될 수 있도록 협력을 강화하기로 하였다. 우리는 APEC과 같은 지역적 협의의 틀에서의 협력을 보다 강화하는 것의 중요성을 강조하였다. 우리는 국제 공급망 가시화를 진전시키고 APEC 중소 물류 서비스 공급자들의 역량 강화를 위한 구체적인 조치 채택을 위한 다양한 협력적 구상을 환영하였다. 우리는 아·태지역내 moving goods와 서비스의 시간, 비용 및 불확실성을 감소시킨다는 관점에서 2015년까지 APEC지역의 공급망 실적 10% 증진 목표를 달성해 나가기로 합의하였다. 우리는 작년 APEC 호놀룰루 정상선언에서 도출된 녹색성장 증진에 대한 합의를 이행하기 위한 구체적인 조치를 취하기로 한 약속을 재확인하였다. 우리는 효율적이고, 비차별적이며 시장주도적인 혁신 정책들이 생산성 증가 및 경제성장의 보장에 중요함을 확인하였다. 우리는 효과적인 경제 및 기술협력을 실현하자는 우리의 변하지 않는 약속을 통해 완벽한 지역경제를 위한 우리의 야심찬 비전을 지지하는 것의 중요성을 재확인하였다. 우리는 2013년 3국 정상회의 개최국이 차기 3국 통상장관회의를 개최하는데 동의한다.
