○ 한민구 합참의장과 멀른 美 합참의장은 12월 8일 서울에서 ｢한‧미 합참의장 협의회의｣를 개최하여 지난 11월 23일 북한의 연평도 포격 도발과 관련한 한반도 안보상황을 공동으로 평가하고 전략동맹의 공고함을 재확인하였다.
○ 양국 합참의장은 NLL 남쪽에서 평화적으로 이루어진 한국군의 통상적인 사격훈련에 대하여 북한이 의도적·불법적으로 한국을 무력 공격한 금번 연평도 사태를 UN헌장 및 정전협정 위반 행위로 규정하였으며, 특히 무고한 민간인을 살상한 비인도적 행동은 규탄 받아 마땅한 것으로 의견을 같이 하였다.
○ 또한 양국 합참의장은 북한의 추가적인 도발과 전쟁을 억제하기 위한 공동의 노력을 강화하기로 하고, 한국군이 주도하고 미군이 지원하는 국지도발 대비계획을 우선적으로 보완하여 북한이 재도발할 경우 동맹차원에서 강력히 대응하기로 합의하였다.
○ 양국 합참의장은 한·미 동맹관계가 그 어느 때보다 공고함을 재확인하였으며, 한·미 연합훈련은 북한의 침략을 효과적으로 억제하며 양국의 대응능력을 강화하는데 목표를 두고 지속 실시하기로 하였다.
○ 아울러 양국 합참의장은 견고한 전략동맹을 유지하는 가운데 북한이 한반도 및 동북아의 평화와 안정은 물론 무모한 핵 개발과 군사적 위협 및 도발 행위를 중단하려는 의지를 행동으로 실천할 때까지 필요한 군사적 대비태세를 지속 유지하기로 하였다.
ROK-US CJCS Joint Press Statement
○ General Han, Chairman of the ROK JCS and Admiral Mullen, Chairman of the US JCS held a ROK-US CJCS Consultative Meeting on the 8th of December to assess the security situation on the Korean peninsula and reaffirm their commitment to the strategic Alliance after the North Korean unprovoked attack on Yeonpyong Do, which occurred on the 23rd of November.
○ Both the ROK and US Chairmen acknowledged that the artillery fire on YP-do was a deliberate and illegal armed attack which violates the UN Charter and Armistice Agreement with the excuse that they responded to the peacefully executed ROK forces routine fire exercise south of the NLL. Moreover, both sides agreed that North Korea’s inhumane actions of killing innocent civilians deserves condemnation.
○ Also, both sides agreed to strengthen joint efforts to deter further provocation and war. They agreed to primarily refine the ROK-supported US-supporting plans for local provocation in order for the Alliance to resolutely respond to further North Korean aggression.
○ Both sides reaffirmed that the Alliance is stronger than ever, and agreed to continue combined exercises designed to effectively deter North Korean aggression and strengthen the joint capabilities to respond.
○ In addition, both sides agreed to maintain the required military readiness in keeping with the strategic Alliance. This readiness remains imperative in the face of continued reckless behavior by North Korea, to include nuclear development, military threats, and provocations that threaten the peace and stability of the Korean peninsula and Northeast Asia.
