Joint Statement on Sustainable Development
among the People's Republic of China, Japan and the Republic of Korea
Beijing, China, 10 October 2009
We, the heads of the Government / State of the People's Republic of China, Japan and the Republic of Korea, held, on 10 October 2009 in Beijing, China, the Second China-Japan-ROK Summit Meeting, where we,
Reviewed with satisfaction the progress made by the three countries in the implementation of the Joint Declaration on the Promotion of Tripartite Cooperation among the People's Republic of China, Japan and the Republic of Korea on 7 October 2003, the Joint Statement for Tripartite Partnership and the Action Plan for Promoting Trilateral Cooperation among the People's Republic of China, Japan and the Republic of Korea adopted on 13 December 2008, including our fruitful cooperation for sustainable development;
Reaffirmed our shared vision and responsibility for creating a peaceful, prosperous and sustainable future for the region and international community;
Stressed that sustainable development bears on the survival and development of all countries and peace and stability of the world, and while taking vigorous measures to address the international financial crisis and promote economic recovery, the three countries should work hard to develop green economy, make joint efforts to facilitate a virtuous cycle between the social and economic system and the natural and ecological system, promote balance between economic growth and social development, and contribute to the realization of sustainable development;
Resolved to strengthen cooperation in the following areas in the spirit of seeking mutual benefit and win-win results, in particular of developing green economy:
- Endorse the 10 priority cooperation areas identified at the 11th Tripartite Environment Ministers Meeting (TEMM), such as biodiversity conservation, environment awareness,encourage the development of a tripartite joint action plan which is to be adopted at the 12th TEMM in 2010, and take joint practical measures to facilitate cooperation; further promote sustainable environment management;
- Explore the establishment of a China-Japan-ROK circular economy model base in the spirit of Reduce, Reuse and Recycle, and make joint efforts to promote resource-conserving and environment-friendly industrial structure, growth pattern, and consumption mode;
- Promote the China-Japan-ROK Joint Research Collaboration Program, carry out diverse forms of exchanges and cooperation, and bring into play the role of scientific and technological progress and innovation as the engine of resolution of common regional issues and economic development;
- Establish a mechanism for meeting of ministers responsible for water resources in due course, focusing on integrated river management and water resources management adapting to climate change;
- Promote cooperation in sustainable forest management and wildlife protection, and work together to facilitate harmonious development between man and nature;
- Work closely together and spearhead cooperative efforts in international frameworks for energy cooperation, aiming to promote sustainable development through deployment of clean energy and improvement of energy efficiency;
- Explore tripartite cooperation mechanisms in agriculture;
- Work closely together through strengthened dialogue among the three countries to contribute to the successful achievement of the Copenhagen Conference, including the establishment of an effective post-2012 international cooperation framework on climate change, consistent with the principles of the United Nations Framework Convention on Climate Change (UNFCCC), in particular common but differentiated responsibilities.
We will make unremitting efforts toward sustainable development of the three countries and the region.

2009년 10월 10일 중국 북경에서 개최된 제2차 한·중·일 정상회의에서 한·중·일 정상들은,
지속가능 개발을 위한 내실있는 협력뿐만 아니라, “한·중·일 협력에 관한 3국 정상 공동선언(03.10.07),” “한·중·일 3국 동반자 관계를 위한 공동성명” 및 “한·중·일 3국협력 증진을 위한 행동계획(08.12.13)” 이행에 3국이 만족할만한 진전을 이루었음을 확인하고,
지역 및 국제 사회의 평화, 번영 및 지속가능한 미래건설을 위한 공동 인식과 책임을 재확인하고,
지속가능한 개발이 모든 나라의 생존과 발전 및 전 세계의 평화와 안정에 영향을 미친다는 점을 강조하고, 국제 금융위기 대처와 경제 회복에 필요한 단호한 조치들을 취하면서 녹색 경제를 발전시키고 사회·경제와 자연·생태 체제의 선순환을 촉진하며, 경제성장과 사회발전의 균형을 도모하고, 지속가능한 개발 실현에 기여하기 위해 공동의 노력을 하기로 하고,
상호 이익과 윈-윈 결과를 추구한다는 기조하에 다음과 같은 분야, 특히 녹색경제 성장 분야에서 협력을 강화하기로 결의하였다.
- 제11차 한·중·일 환경장관회의(TEMM)에서 확정된 생물다양성 보전 및 환경 인식 등 10개 환경 우선협력 분야를 지지하고, 2010년 제12차 TEMM에서 채택될 3국 공동 행동계획의 추진을 장려하며, 협력증진을 위한 실용적인 공동방안을 실시하고, 지속가능한 환경관리를 발전시켜 나간다.
- 3R[Reduce(절약), Reuse(재사용), Recycle(재활용)] 정신에 기반을 둔 한·중·일 순환경제 모델기지 구축을 모색하고, 자원 보존, 친환경 산업구조, 발전방식 및 소비형태를 증진할 수 있는 공동 노력을 추진한다.
- 한·중·일 공동연구 협력 프로그램을 추진하고, 다양한 교류와 협력을 시행하며, 과학기술 발전과 혁신을 통한 공동의 지역 문제와 경제발전 해결을 도모한다.
- 기후변화에 대응할 수 있는 통합된 하천 관리 및 수자원 관리에 초점을 맞추어 조만간 수자원 관련 장관간 협의체를 설립한다.
- 지속가능한 산림 관리와 야생동물 보호를 위한 협력을 증진하고 인간과 자연의 조화로운 발전을 촉진하기 위해 공동으로 노력한다.
- 청정에너지 활용 및 에너지 효율 개선을 통한 지속가능 개발을 증진시키기 위해, 에너지 협력을 위한 국제적인 여건 조성에 긴밀히 협조하고 공동의 노력을 선도해 나간다.
- 농업 분야의 3자 협의체를 도모한다.
- UN 기후변화기본협약의 원칙, 특히 공통의 차별화된 책임 (common but differentiated responsibilities) 원칙을 견지하면서 효과적인 post-2012의 국제협력 기반 구축 등을 포함한 코펜하겐 회의의 성공적인 개최를 위해 3국간의 대화를 통해 협조를 강화해나간다.
한·중·일 정상들은 3국 및 지역의 지속가능한 개발을 위해 꾸준한 노력을 기울일 것이다.
